Grand Jury Eligibility Requirements & Questionnaire

Thank you for your interest in the Napa County Civil Grand Jury. State law requires the formation of a grand jury every year. Grand jury service is an important civic responsibility for all citizens of this state. It is also a rewarding experience for those who serve.
 
Grand jurors must meet the following legal qualifications:

  • At least 18 years of age
  • Citizen of the United States
  • Resident of Napa County one year prior to next July
  • Possess sufficient knowledge of the English language
  • Not currently serving as a trial juror
  • Not discharged as a grand juror within one year prior to next July
  • Never convicted of a malfeasance in office or any felony or other higher crime
  • Not currently serving as an elected official
  • In possession of natural faculties, of ordinary intelligence, of sound judgment, and of fair character

  • If you would like to be considered for the 2014-2015 Napa County Grand Jury, you must complete and submit the online questionnaire by April 30, 2014. The Jury Commissioner will review your questionnaire. If you are eligible for service, you may be interviewed and then summoned to appear for the final selection process, which will be Wednesday, July 9, 2014, at 5:30 p.m. If you are unable to attend this ceremony, alternate arrangements can be made for you to be sworn in later.

    The Napa County chapter of the California Grand Jurors’ Association will conduct informational meetings in April 2014. The meetings are an opportunity for citizens to learn about the grand jury and what would be required of them if selected as a grand juror. The informational meetings will be held as follows:

  • Wednesday, April 23, 2014, from 10 a.m. to 11 a.m.
  • Thursday, April 24, 2014, from 5:30 p.m. to 6:30 p.m.

  • Both programs will be held in the Jury Assembly Room of the Historic Courthouse. The Historic Courthouse is located at 825 Brown Street, Napa. Those attending the April 23 session should enter the Courthouse at the Brown Street entrance; if attending the April 24 session, enter the Courthouse at the Coombs Street entrance.
